EU gov’ts need incentives to ‘pool and share’ militaries

Since the financial crisis began in 2008, EU countries have cut military spending by an amount equivalent to the entire annual defense budget of Germany, Europe’s third largest. EU officials stress that member-states must “pool and share” their militaries, but what makes obvious sense to experts and officials looks very different to national defense ministers, writes Tomáš Valášek of the Centre for European Reform.
