The draft law on the formation of the General Inspectorate of Security Organs (GIBS) contains a new clause limiting the heads of state security organs, including the civilian intelligence agencies, to a maximum of two consecutive five-year periods at their posts. The move seeks to tighten up on possible abuse of their positions during or after thier employment. But the draft still contains a lot of loopholes that need to be addressed.
